Re-evaluating Caligula's horse

The crazy Roman emperor Caligula famously nominated his horse to the Senate. This puts him one up on the American people, who elected only the back half of a horse to the presidency.

Horse is a noble creature. How can oyu even begin referring to it in this case?! The backside in question belongs to a mule.

I'm beginning to think the horse was not the worst candidate. Did the horse steal? Did he have 5 rent-controlled apartments? Hang out with influential lobbyists?
