Ever since I learned of Soviet Administrations starting with Lenin selling contents of publicly-funded art museums to compensate for their gross inadequacy as Universal Managers - I suspect all art museums being no more than government investment stashes. And what investor would willingly, w/o pressure, part with their investments or even disclose them publicly?
